Last week was one of the best ones I can remember; liberals from all over the world gathered in the capital of Georgia, Tbilisi. On the 20th of May, Executive Committee members of Liberal International (the international federation for regular liberal parties) convened for the 196th time, in order to discuss and come up with decisions that have implications for the everyday lives of us liberals.
The hotel Holiday Inn, located on the 26 May Square (the 26th of May is the Independence Day of Georgia), was occupied by liberals for three days. A surge of freedom, liberty and human rights defenders went through the capital city of Georgia. Delegates, as party leaders, parliamentarians or ministers, gathered at the ancient crossroads between great powers of the the Persian, Ottoman, and Russian empires.
The central topic of the LI Executive Committee meeting was ‘Countering Expansionism and Revisionism of Global Security Mechanisms’. Therefore Georgia, the frontier state between Europe and Russia – which has 20 per cent its territory occupied by Russia – was a very well-suited place to hold the EC. Executive Committee delegates discussed, debated, and heard from the first-hand, the geopolitical implications of a creeping occupation of a country’s territory by a larger regional power.
Within the framework of the main theme of the meeting, there were several panels pertaining to the Iranian nuclear agreement with international community, cyber-security, DAESH, and the Potsdam process.
One of the significant parts of a liberals’ convention is the differences amongst them, and how these differences are overcome through making common decisions based on common ground. The panels and forums held in these two days were the proper expression of liberalism and liberal attitudes to the topics.
In the panel on the Iranian agreement, both those who supported the agreement and those who adhered to sanctions were represented. They had comprehensive arguments why international society should pursue the policy that was right according to one’s position. Of course, the panelists did not come up with the common decisions but the forum generated an animated discussion amongst attendants and they could make a conclusion for themselves.
I think liberalism and the liberal values consist in the tolerance of different opinions, points of views, and discussion topics, themes, and issues in a friendly environment. I witnessed amicable milieu over the course of the discourses and debates.
An illustration of a friendly discussion was the ‘Countering Expansionism and Revisionism of Global Security Mechanisms’ panel, in which the minister of defense of Georgia, the president of Liberal International, and the chairman of the Parliament – together with former foreign minister of Estonia and former minister of Defense of Slovenia – participated. Ms. Tinatin Khidasheli – minister of defense of Georgia – spoke about the Russian occupation in Georgia in order to illustrate untrustworthiness of Russia as a partner. She pointed out the changing perception of Russia by the International Community after its aggressive actions in Ukraine. Mr. Juli Minoves – the president of Liberal International – expressed his support to Georgia’s aspiration to the NATO and EU and stated that it is important to support democracy and liberalism in the region.
The delegates and guests had a trip to the frontier village in conflict zone where Russia had been pursuing the borderization strategy, which is separating villages and families from each other. Liberal friends saw the ‘New Berlin Wall’ in Europe of which the builder is the legal successor of the Soviet Union.
The great conclusion of the conference was the anniversary of the Republican Party of Georgia. Since we were one of the organizers of the event, we invited our liberal friends to the 38th birthday party. The event was held in the historic building of Tbilisi City Assembly. The chairperson of the Republican Party, Ms. Khatuna Samnidze, and the president of Liberal International made passionate speeches on liberal values, the importance of freedom and liberties, and the significance of security and peace in the region and the whole world.
Most importantly, people of different genders, sexuality, generation, religions, race, and ethnicity, participated in the “Forum of Liberty” in order to show the word that the differences amongst us are a strength, and it is worth to fight for our freedom.

ლიბერალურმა ტალღამ გადაუარა თბილისს
გასული კვირა იყო ერთ-ერთი დასამახსოვრებელი – ლიბერალები მთელი მსოფლიოდან შეიკრიბნენ საქართველოს დედაქალაქ თბილისში. 20 მაისს, ლიბერალური ინტერნაციონალის აღმასრულებელი კომიტეტის 196-ე სხდომა გაიმართა, რათა ემსჯელათ და მიეღოთ გადაწყვეტილებები, რომლებსაც ჩვენს, ლიბერალების, ყოველდღიურ ცხოვრებაზე აქვს გავლენა.
სასტუმრო ,,ჰოლიდეი ინი“, რომელიც მდებარეობს 26 მაისი მოედანზე, სამი დღით ოკუპირებული იყო ლიბერალების მიერ. თავისუფლების, ადამიანის უფლებათა დამცველების ტალღამ გადაუარა ჩვენს დედაქალაქს. დელეგატები, რომელთა შორის იყვნენ, პარტიის ლიდერები, პარლამენტარები თუ მინისტრები, შეიკრიბნენ დიდი სახელმწიფოების (როგორებიც იყვნენ სპარსეთის, ოსმალეთის, რუსეთის იმპერიები) უძველეს გზაგასაყარზე.
,,ლიბერალური ინტერნაციონალის“ აღმასრულებელი კომიტეტის შეხვედრის მთავარი თემა გახლდათ ,,მსოფლიო უსაფრთხოების მექანიზმების ექსპანსიონიზმის და რევიზიონიზმის პირისპირ“. შესაბამისად, ზუსტად შეირჩა შეხვედრის ადგილად საქართველო – როგორც ფრონტის ხაზზე მყოფი ქვეყანა ევროპასა და რუსეთს შორის, რომელსაც ოკუპირებული აქვს საქართველოს ტერიტორიის 20 პროცენტი. აღმასრულებელი კომიტეტის დელეგატებმა განიხილეს, გამართეს დებატები და მოისმინეს პირველწყაროსგან თუ რა გეოპოლიტიკური შედეგები აქვს დიდი რეგიონალური მოთამაშის მიერ პატარა ქვეყნის მცოცავ ოკუპაციას.
მთავარი თემის ფარგლებში გაიმართა რამდენიმე პანელი, რომელიც ეხებოდა ირანის ბირთვულ შეთანხმებას საერთაშორისო თანამეგობრობასთან, კიბერ-უსაფრთხოებას, ისლამური სახელმწიფოს პრობლემასა და პოტსდამის პროცესს.
ლიბერალების შეკრების ერთ-ერთ სიკეთეს წარმოადგენდა მათ შორის არსებული განსხვავებების აღმოჩენა და დაძლევა საერთო გადაწყვეტილებებით, რომელიც ეყრდნობა საერთო საფუძველს. ფორუმები და პანელები – გამართული ამ სამი დღის განმავლობაში – იყო საკითხებისადმი შესაფერის ლიბერალური დამოკიდებულება და ლიბერალიზმის ზეიმი.
ირანის ბირთვული შეთანხმების პანელზე წარმოდგენილი იყო ორი მხარე; პირველი რომელიც მხარს უჭერდა შეთანხმებას და მეორე რომელიც ემხრობოდა უფრო მკაცრი სანქციების პოლიტიკის გატარებას. მათ მოიხმეს მნიშვნელოვანი არგუმენტები თუ რატომ უნდა მიემხროს საერთაშორისო საზოგადოება მათ მოსაზრებას. რა თქმა უნდა, პანელისტები ვერ მივიდნენ საერთო გადაწყვეტილებამდე, თუმცაღა განხილულმა საკითხმა გამოიწვია ცხოველი დისკუსია, ხოლო დამსწრეებს შეეძლოთ თვითონ გამოეტანათ დასკვნები.
ვფიქრობ, ლიბერალიზმი, სწორედ, სხვადასხვა მოსაზრებებისა და ხედვებისა მიღება, ასევე სხვადსხვა თემებზე, პრობლემებსა და საკითხებზე მეგობრულ გარემოში დისკუსიის წარმართვაა.
მეგობრული დისკუსიის ერთ-ერთი გამოხატულება გახლდათ პანელი ,,მსოფლიო უსაფრთხოების მექანიზმების ექსპანსიონიზმის და რევიზიონიზმის პირისპირ“, სადაც მონაწილეობა მიიღეს საქართველოს თავდაცვის მინისტრმა, პარლამენტის თავმჯდომარემ, „ლიბერალური ინტერნაციონალის“ პრეზიდენტმა, სლოვენიის ყოფილი თავდაცვის მინისტრსა და ესტონეთის ყოფილი საგარეო საქმეთა მინისტრთან ერთად. თინათინ ხიდაშელმა ისაუბრა რუსეთის ოკუპაციის თაობაზე, რათა წარმოეჩინა რუსეთი რუსეთის როგორც არასანდო პარტნიორი. მან აღნიშნა, რომ საერთაშორისო საზოგადოების მხრიდან იცვლება რუსეთის აღქმა მის მიერ უკრაინაში განხორციელებული აგრესიული ქმედებების შემდგომ. ჟული მინოვესმა, „ლიბერალური ინტერნაციონალის“ პრეზიდენტმა, გამოხატა მხარდაჭერა საქართველოს ნატოსა და ევროკავშირში ინტეგრაციის მისწრაფების მიმართ და აღნიშნა, რომ მნიშვნელოვანია რეგიონში დემოკრატიისა და ლიბერალიზმის მხარდაჭერა.
დელეგატებისთვის და მოწვეული სტუმრებისთვის მოეწყო გაცნობითი ექსკურსია კონფლიქტის ზონაში არსებულ ერთ-ერთ სოფელში, სადაც რუსეთი ატარებს ბორდერიზაციის პოლიტიკას, რომელიც ჰყოფს სოფლებსა და ოჯახებს აშორებს ერთმანეთს. ჩვენმა ლიბერალმა მეგობრებმა საკუთარი თვალით იხილეს „ახალი ბერლინის კედელი“ ევროპაში, რომელსაც საბჭოთა კავშირის სამართალმემკვიდრე რუსეთი აშენებს.
კონფერენციის დიდებულ დასასრულს წარმოადგენდა რესპუბლიკური პარტიის დაბადების დღე. რესპუბლიკური პარტია გახლდათ აღნიშნული ღონისძიების ერთ-ერთი ორგანიზატორი, შესაბამისად სტუმრები პარტიის 38-ე დაბადების დღის მიღებაზე დავპატიჟეთ. მიღება გაიმართა თბილისის საკრებულოს ისტორიულ შენობაში. რესპუბლიკური პარტიის თავმჯდომარემ, ხათუნა სამნიძემ, და „ლიბერალური ინტერნაციონალის პრეზიდენტა, წარმოთქვეს სიტყვები ლიბერალური ღირებულებებისა და თავისუფლების მნიშვნელობას, ასევე რეგიონსა და მსოფლიოში უსაფრთხოებისა და მშვიდობის აუცილებლობის შესახებ.
ყველაზე მნიშვნელოვანი გახლდათ ის, რომ განსახვავებული გენდერის, სექსუალობის, თაობის, რელიგიის, რასისა და ეთნოსის ადამიანები მონაწილეობდნენ „ლიბერალურ ფორუმში“, რათა ეჩვენებინა მსოფლიოსთვის რომ განსხვავებულობა არის სიძლიერე და ჩვენი თავისუფლებისთვის ბრძოლა ღირს.
